In spite of considerable improvements during the last years, Cambodia is still
one of the poorest and most food insecure countries in Asia, with an estimated
34.7% (CSES 2004) of the population living below the poverty line and 37,2% of
children under 5 chronically malnourished (stunted) (CDHS 2005). Today, food
and nutrition insecurity, a major component of poverty in Cambodia, is at the
forefront of discussions among policy-makers in Cambodia, who are incorporating
key food security and nutrition-related goals and objectives in national
strategies and frameworks.
The FSNIS a web-based information system (also available on CD-ROM) has been
developed to support the policy-making process, as well as the coordination of
FSN activities in Cambodia. It is managed by the
Council for Agricultural and Rural Development (CARD), and
was built up with technical assistance from the former "Food security and
Nutrition policy support project" (FSNPSP) supported by
the German Government (GTZ) in 2003. FSNIS was
assisted by the FAO-Netherlands Partnership Programme (FNPP): "Food
Security Policy for Poverty Reduction" based in CARD from
May 2006 to December 2007. Currently, FSNIS is assisted by FAO under the EC/FAO
Food Security "Information for Action" Programme and World
Food Programme (WFP), which contribute 5,000$ each, from 01
January to 31 December 2008.
This website enhances the work of the monthly
Food Security Forum (FSF), organised by CARD, and
the Technical Working Group on Food Security and Nutrition (TWGFSN),
chaired by CARD and co-chaired by the Ministry of Planning, WFP and FAO. These
coordination structures involve many different government, civil society and
donor agencies in Cambodia, working in a range of sectors. The composition of
the Forum and the nature of the discussions raised within it reflect the
cross-sectoral nature of food security and nutrition, and highlight the
importance of coordination and alignment of strategies and interventions of all
organisations working on FSN issues in Cambodia.
The website aims to facilitate the dissemination of best practices and lessons
learned, highlight innovative measures, inform users of news and events, and
promote open discussion among stakeholders, with regard to food security and
nutrition issues in Cambodia. The FSNIS enables people and organisations
interested and involved in food security and nutrition issues both within and
outside Cambodia to share information, and to build and preserve a repository
of knowledge about food security and nutrition for the long term. The FSNIS
understands itself as an government owned "entry portal" to all food security
and nutrition related information in Cambodia and provides space for other
information systems and web-sites to FSN related topics.
The website target the following main user groups:

improvement of the foodsecurity and nutrition situation in Cambodia.
