Capacity Building
Building the capacity of senor managers and officers
involved in FIVIMS is a crucial activity to ensure effective
and effecient operatios. The national FIVIMS Focal Agency
needs to be equipped with appropriate equipment, and
the FIVIMS staff are required to have sufficient and
proper knowledge and skills to implement the initiative.
Additionally, the FIVIMS staff and Core Analyst are
required to perform various tasks including - data collection,
entry, maintenance, processing, interpretation and analysis
with appropriate tools such as ADDATI, ACCESS, the Key
Indicators Mapping System (KIMS), SPSS, GIS Software,
and the KIDS; System operation and management; production
of output maps and reports; information sharing and
dissemination; website development and management; networking;
and control and evaluation of system performance.
Therefore, a series of training courses and capacity
building activities on the above subjects must be provided
to the FIVIMS staff to the extent possible with assitance
from international organizations and donors agencies
as appropriate.
Monitoring and Evaluation
of System Performance
Effectiveness of the FIVIMS operations must be monitored
and evaluated by the FIVIMS Secretariat and/or an independent
party to determine if the System is meeting its objectives
and established performance standards, and where appropriate
to make suitable recommendations for improvement. FIVIMS
activities, strategies and goals will be adjusted accordingly
so as to produce improved FIVIMS information products
for end users. The monitoring and evaluation of the
System focuses particularly on:
- the strengths and weaknesses of the System, and
the advantages and disadvantages of FIVIMS in food
insecurity alleviation and poverty reduction.
- the overall performance and effectiveness of
the operations especially in the fields of data
collection, management, analysis, interpretation
and dissemination.
- whether it has achieved established targets and
goals.
- whether outputs are produced as scheduled with
expected quality.
- responses and feedback from the Systemt users
with regard to System performance and the accuracy
and reliability of information products.
- impacts of FIVIMS on policy and program formulation
and on the provision of assistance and interventions.
The FIVIMS Secretariat and/or an independent party conduct
an evaluation of the System every two years. However,
evaluations may be undertaken at various times when
a strong need for such is raised by the IMSC.
For monitoring and evaluation, such tools as SWOT analysis
is used to measure the impacts of FIVIMS activities
implemented and outputs produced. SWOT analysis is an
effective metho to identify the strengths and weaknesses
of FIVIMS and to examine its opportunities and threats
i the process of assembling, managing, analyzing and
disseminating the information about people that are
malnourished, food insecurity and vulnerable.
Networking
One of the factors that will make FIVIMS successful
is to make dymanic linkages and interactions with govermental
institutional agencies and (international) NGOs active
in the country that are involved with initiatives relevant
to FIVIMS. Some key institutions and organizations play
a vital role as data providers or system users. Regular
consultation, communication, collaboration, and information
exchange and disessmination with all these players must
be implemented and maintained to ensure that the FIVIMS
works has been carried out in harmony as well as in
the most effective manner without duplications of similar
efforts.
In additional, one of the most important goals of FIVIMS
is to complement the CNIP and the Pverty Reduction Strategy
Paper (PRSP) and MDGs initiatives. Therefore, selecting
the FIVIMS indicators used for monitoring the progress
on food insecurity and vulnerability reduction was undertaken
in line with the indicators and objectives adopted by
these initiatives.
